Codebase powering Google Registry released as open source

We're proud to [announce the release](https://opensource.googleblog.com/2016/10/introducing-nomulus-open-source.html) of [Nomulus](https://nomulus.foo/), the platform powering the Google Registry, under the Apache 2.0 Free and Open Source License. Nomulus is a high availability, horizontally scaling shared registry system that runs on Google Cloud Platform. With this release it is now available for use both by other registry operators and as a reference for registrars who are integrating with a Nomulus-powered registry provider.
